5. Procedures to give registration book to hazardous waste source owner
5.1. Implementing methods
- Step 1: Hazardous waste source owner prepare dossiers to register as in regulations and directly hand in or send them by post to the one-stop shop of Department of Natural Resources and Environment.
The one-stop shop officer receives them, check their completeness and suitability, write receipt note, and pass them to the Branch of environmental protection to be dealt with.
-Step 2: Within a maximum period of ten (10) working days f-rom the date of receiving the valid dossiers, Bureau of environmental protection shall direct the leader of Department to consider and confirm the hazardous waste source owner registration. (In case hazardous waste source owner registration belongs to the cases of being on their own to re-use, rough-wrought, recycle, treat, co-treat, retrieve power f-rom hazardous wastes in areas generating hazardous wastes, the time allowance to consider and give registration book to hazardous waste source owner shall be 20 working days f-rom the date of receiving the fully valid dossiers). In case the dossiers do not have enough conditions to be confirmed, organizations and individuals should be notified clearly about the reasons by documents within a maximum period of five (05) working days.
- Step 3: Department of Natural Resources and Environment shall send confirmed registration book to hazardous waste source owner to organizations, individuals (through the one-stop shop of the Department of Natural Resources and Environment).
- Step 4: Organizations and individuals come to the one-stop shop of the Department of Natural Resources and Environment to get the results dealt with as prescribed.
5.2. Components, quantity (01 set), includes:
- Form of hazardous waste source owner register
- Business registration Certificate, Decision on establishment foundation, investment certificate or equivalent documents.
- Files and documents for the cases of being on their own to re-use, rough-wrought, recycle, treat, co-treat, retrieve power f-rom hazardous wastes in areas generating hazardous wastes include:
+ Certified copy of environment-impact assessment report, environment protection plan or equivalent documents (environment protection commitment, environmental regulation registration, environment protection plan or other environmental documents) accompanied with ratifying Decision or respective confirming documents;
+ Certified copy of ratifying document of being on their own to re-use, rough-wrought, recycle, treat, co-treat, retrieve power f-rom hazardous wastes in areas generating hazardous wastes in case it is not included in environment-impact assessment report, environment protection plan or equivalent documents;
+ Confirming document of finishing environment protection construction for the establishment with environment-impact assessment report;
- Detailed description of system, devices or al-ternatives of being on their own to re-use, rough-wrought, recycle, treat, co-treat, retrieve power f-rom hazardous wastes in areas generating hazardous wastes accompanied with results of three (03) times of sample-extracting, environmental technical regulation analysis for treatment and environment protection systems/ devices.
5.3. Time limit/Deadline
Within a maximum period of 10 working days (In case hazardous waste source owner registration belongs to the cases of being on their own to re-use, rough-wrought, recycle, treat, co-treat, retrieve power f-rom hazardous wastes in areas generating hazardous wastes, the time period shall be 20 working days)
5.4. Implementing objects: Establishments generating hazardous wastes regularly or annually with the total amount of more than 600 (six hundred) kg/year, the case whe-re hazardous wastes are persistent organic pollutants (POP) as prescribed in Stockholm Convention on Persistent Organic Pollutants

5.2. Dossier, papers applied to the case of registering self-reuse, preliminary treatment, recycling, treatment , co-treatment , energy-withdrawal consists of the specific content as followed:
- Copies of EIA (environment-impact assessment), Plan for environment protection or equivalent dossier and papers, (Commitment to environment protection, Registration paper of environment standards, Project of environment protection or other environment papers ), Decision on Approval or correspondent documents of certificate attached.
- Copies of documents approving of self-reuse, preliminary treatment, recycling, treatment , co-treatment , energy-withdrawal in case the dossier isn’t yet in the report of EIA or Project of environment protection or other equivalent documents/ papers.
- Documents certifying the completion of environment protection applied to the establishment belonging to the group that is to make report of EIA .
- Detailed description of system, devices or project of self-reuse, preliminary treatment, recycling, treatment , co-treatment , energy-withdrawal f-rom hazardous waste together with the results of three (03) times of taking samples, analysis meeting the requirement of National Technical Regulation on Hazardous Waste Thresholds applied to systems and devices of treating and protecting the environment.
