Vice Chairman of the provincial People’s Committee Le O Pich works with Natural Resources and Environment Department

On 8 February 2023, member of the Standing Board of the provincial Party Committee and Vice Chairman of the provincial People’s Committee Le O Pich had a meeting with the Department of Natural Resources and Environment (DONRE) on implementation plan of the key tasks in natural resources and environmental sector in 2023.

The meeting was participated by DONRE Director Bui Quang Huy, Vice Direcrtors of DONRE, representatives of related provincial departments and agencies and divisions and units under the Department.

According to the report of DONRE, in 2022 the leaders, public offcials and employees of the Department promoted the solidarity, creativity and efforts and well collaborated with related departments, agencies, districts and city to grasp the situation, recommend many significant measures, effectively implement and fulfill the key tasks assigned by the provincial Party Committee, People’s Committee and Chairperson of the provincial People’s Committee meeting the schedule and quality requirements.

          

          Thanks to attention and leadership by the provincial Party Committee, People’s Council and People’s Committee, DONRE advised the provincial People’s Committee to issue several important documents, directions and guidances for related agencies and people’s committee of the districts and city on legal policies, removed obstacles and dealt with the problems related to natural resources and environmental sector and timely handled administrative procedures under its authority.

 

The following are some outstanding results in natural resources and environmental sector in 2022:

 

(1) Regarding land management: building legal documentation in natural resources and environmental sector including collecting opinions on the admended Land Law. The Department completed the drafted 5-year land use plan (from 2021 to 2025) to submit to the provincial People’s Committee, advised the provincial People’s Committee to approve the pland to adjust land use planning of the districts and city (Tan Yen district) until 2030, guided and accelerated people’s committee of the districts and city to finalize making the 2023 land use plan, deployed implementation of the Directive No 19 and dealed with the projects violating the land law which had not brought or slowly brought the land into use, worked out plans to manage public land fund in the province, advised the provincial People’s Committee to promulgate directives and timely surmount difficulties and obstacles, complete compensation for land clearance on schedule to hand over land to investors to implement the projects and accelerated the progress of VILG project on buliding land database.

(2) Regarding investigation, inspection and dealing with complaints and dununciation: implementing the inspection plan in 2022, the Department carried out 10 inspections and investigations upon 93 organizations including 8 planned inspections and 2 sudden inspections. After the inspections, 19 organizations were fined for administrative violations with total 914.6 million VND. 415 complaint letters were received and handled including 260 complaint letters sent directly to the Department and 155 ones assigned by Chairperson of the provincial People’s Committee. As a result, 409 out of 415 cases (98 percent) were handled. DONRE maintains regular and periodical citizen reception as regulation.

(3) Regarding mineral management and ensuring land resources for socio-economic development projects in the province: mineral resource management has been reinforced while exploitation and use of mineral resources have been paid important attention to meet the requirements for socio-economic development of the province. Collaboration among the sectors and levels in management of unexploited minerals has been reinforced.

(4) Regarding environmental protection: implementing the Directive No 17 on investment attraction and construction of the concentrated waste treatment plant in Bac Giang city, 171 companies, cooperatives and environmental sanitation groups have been established specializing in gathering, transportating and treating waste for all of the communes, wards and towns (up 7 units compared to 2021). Besides, 2,199 waste gathering sites are located in the communes and villages before transporting to the concentrated treatment areas. 347 waste gathering sites in the villages were removed for environmental inhabitabtion and planting trees. 68 waste stations were established (5 stations more than 2021). 26 garbage compactor trucks (up 2 trucks in Yen The and Luc Nam districts), 67 vihicles and over 3,000 trolleys and other crude vehicles run regularly for waste gathering and transportatiom. The rate of waste gathering in the province reached 94.2 percent (up 3.9 percent against 2021), equivalent to 879 tons per day. 7,251 tanks (1,222 tanks more than 2021) were allocated to gather fertilizer and pesticide packaging bags in the gardens, hills and fields. The districts and city continue to provide supervision cameras at the locations where illegal waste discharing often occurs while building waste barriers and collaborating with the irrigation management agencies to gather waste in the canals and ditches. Nearly 500 cubic meters of waste remaining in the gathering sites and treatment areas in the communes and villahes were treated. According to the statistics, all of the 209 communes, wards and towns (increased by 10 communes in Luc Nam district compared to 2021) establish and maintain concentrated waste gathering and treatment areas and run total 73 technological incinerators (up 11 incinerators compared to 2021 particularly 01 incinerator in Yen The district, 03 ones in Luc Ngan district, 01 one in Hiep Hoa district, 01 one in Luc Nam district, 01 one in Tan Yen district, 02 ones in Lang Giang district and 02 ones in Son Dong district). The rate of waste treatment in the province reached 93,5 percent, equivalent to about 821.89 tons per day. 6 districts and city is operating the district-level and inter-communal waste treatment areas including Bac Giang city, Yen Dung, Luc Ngan, Viet Yen, Yen The and Luc Nam districts with the total treatment capacity of about 450 tons per day. 27 out of 30 household waste incinerators have been completed following the Resolution No 06/2020/NQ-HĐND (particularly, 10 incinerators in Lang Giang district, 03 ones in Yen The district, 03 ones in Tan Yen district, 04 ones in Luc Ngan district, 01 one in Hiep Hoa district, 02 ones in Son Dong district and 04 ones in Luc Nam district). 06 waste treatment plants and 04 concentrated waste treatment areas were built.

 

 (5) Regarding improving land access indicator and PCI sub-indices in the filed of natural resources and environment: DONRE collaborated with related departments, agencies and people’s committee of the districts and city to improve the “land access” scores with 18 sub-indicators.

Apart from the gained results, there are still shortcomings difficulties in the state management of natural resources and environment in the province. In time to come, the Department of Natural Resources and Environment will continue to advise the provincial People’s Committee to issue documentation to surmount the shortcomings and obstacles.

Concluding the meeting, Vice Chairman of the provincial People’s Committee Le O Pich highly appreciated the results gained by the Department of Natural Resources and Environment in 2022 and great efforts of the leaders and public officials in providing consultancy to the provincial People’s Committee and Chairperson of the provincial People’s Committee. Besides, he urged the Department to continue improve the competene in consultance and application of legal policies, strengthen the state management with the sense of disciplines and transparent performance in 2023. Particularly, they need to focus on implementing the key tasks as follow:

1. Regarding land management

Firstly, it is necessary to advise the provincial People’s Committee to collect opinions on the new Land Law according to the plan, amend the Decision No 10/2019/QD-UBND on land reclaimation and compensation and support for resettlement when the State acquires land in Bac Giang province and modify and replace inappropriate legal documents as concluded by the Department of Examination of Legal Normative Documents under the Minsitry of Justice.

Secondly, the Department needs to concentrate on adjusting to the master plan and approval of supplementing land use plan of the districts and city while closely following up and accelerating the Ministry of Natural Resources and Environment to appraise the provincial land use plan.

Thirdly, the Department is urged to direct the districts and city to review and sum up database and advise the provincial People’s Committee to issue the public land Management Scheme in the province

Fourthly, it is necessary to pay high concentration on inspecting and accelerating implementation of the Directive No 19 and Conclusion No 120 of the Standing Board of the provincial Party Committee, focus on advising the provincial People’s Committee to seek solutions for extention of land use, handling and acquiring land for the projects which do not use or slowly bring land into use.

Fifthly, it is necessary to strengthen citizen reception and dealing with land-related complaints and denunciations, focus on topic inspection for the projects which do not use or slowly bring land into use to recover land, create clear land fund and improve land use efficiency and implementation of the master plan and land use planning of the districts and city.

 Sixthly,the Department needs to speed up implementation progress of the VILG project to complete the project in 2023.

 Seventhly, it is necessary to recommend the provincial People’s Committee mechanism for charging and service contracting in land clearance and promoting roles and efficiency of the land fund development center and recommend mechanism for collecting service fees in issuance of land use right certificate under direction of the Ministry of Natural Resources and Environment.

           2. Regarding environmental protection

           Firstly, it is necessary to regularly inspect and acclerate implementation of the Directive No 17-CT/TU and Conclusion No 99-KL/TU of the Standing Board of the provincial Party Committee, plans, regulations and schemes of the provincial People’s Committee for the districts, city, departments and agencies. The Department must organize monthly meeting to review implementation progress of waste gathering and treatment in the province.

 Secondly, is is nessary to improve appraisal quality upon the environmental impact assessment report and issuance of environmental license under authority of the provincial People’s Committee, strengthen post-approval inspection on appraisal of environmental impact assessment report and issuance of environmental license, actively grasp situation, provide guidance and accelerate implementation of the regulations on environmental protection for investment projects.

 Thirdly, it is essential to supervise and inspect areas, production facilities and bussinesses operating in the province posing risks of causing environmental pollution and incidents to work out plans for prevention and timely response and accelerate the production facilities and business subject to assembling automatic waste monitoring system.

 Fourthly, it is necessary to foster inspection and control of industrial and dangerous waste gathering, transportation and treatment to timely prevent and handle illegal waste discharging and treatment.

 Fifthly, the Department needs to concentrate on completing 5 automatic continuous water surface environmental observation stations and 02 automatic air monitoring stations in 2023.

 (3) Regarding mineral resource management: it is necessary to continue studying to advise the provincial People’s Committee to promulgate documents in water and mineral resources following the working agenda of the provincial People’s Committee in 2023. Besides, the Department needs to improve quality of appraising dossiers for issuance of mineral exploitation license, strengthen inspection and strictly handle violations in mineral activities especially land, stone, sand and gravel resources. It is also necessary to focus on inspecting and controling exploitationa nd use of water resources and recommending solutions for water source protection especially in the area of Cam Son Lake.

The provincial Vice Chairman stressed, 2023 is predicted with numerous economic difficulties, thus it is essential to pay special attention to state management in natural resources and environment to remove obstacles, accompany and support bussinesses and localities in the province to overcome difficulties.
